City Government |
 |
Westminster is a general law city government by a five-member council. The council develops municipal policy by determining community needs and dividing available resources among these needs. City Council members are elected to four-year terms and the Mayor is elected to a two-year term. Elections are held in even numbered years with the Mayor's seat and two Council seats available at each election. Westminster operates under the Council/City Manager form of government, with the City Council appointing a professional manager.
